She is using it to give herself a reason to stand exactly where she is, which is the spot with the best view of the flash. She has been there for over two minutes. She nods occasionally at nothing. She says uh-huh into the phone twice in the wrong rhythm.
What to watch for
The fake call is the cover and the fake call is also the giveaway. Listen to her side of the conversation. There are no words in it that suggest she's responding to anything. The pauses are too even. The uh-huhs land at intervals that don't match a real conversation flow. Watch her free hand. It is in her pocket. People on real phone calls fidget with their free hand. She does not. After two minutes she lowers the phone, fakes ending the call, and pulls it out again ten seconds later.
